NTTA Project Update: Trinity Parkway

A 1997 Major Transportation Investment Study, by the Dallas District of the Texas Department of Transportation (TxDOT), identified the construction of a new roadway in the Trinity River area as one of several multi-modal strategies to relieve congestion near downtown Dallas. Due to its proximity to other planned Trinity River improvements by the U. S. Army Corp of Engineers and the City of Dallas, environmental analysis continues to be cooperative, collaborative, comprehensive and extensive. In all, three environmental documents have been or will be prepared for the Trinity Parkway: the Draft Environmental Impact Statement (released in February 2005), the Supplemental Draft Environmental Impact Statement (anticipated the first quarter of 2008) and the Final Environmental Impact Statement (anticipated 2008). The purpose of the environmental documents currently being prepared is to provide the information needed by elected officials and the general public to make an informed decision regarding all of the alternatives evaluated for this project.

Funding for the planning and environmental study tasks is provided by the City of Dallas. In a 1998 ballot initiative, voters approved $84 million for the Trinity Parkway Project. Per the agreement between the NTTA and the City of Dallas, this amount will fund the environmental and permitting costs, with the remaining balance being used for right-of-way acquisition, utility adjustments, design and construction. Additional funding sources for construction, operations and maintenance will be identified later in the project. As various project components are finalized, it is anticipated that future funding agreements will identify the cost shares of other funding partners.

Having worked for nearly 10 years on this challenging and much needed project, the NTTA remains committed to implementing a plan that best meets the needs of the city and region.

Other agencies involved in the Trinity Parkway Project include: The City of Dallas, the U. S. Army Corps of Engineers, the Texas Department of Transportation, the North Central Texas Council of Governments, the Federal Highway Administration and the United States Environmental Protection Agency.
