Leadership Profile: Gerry Carrigan, P.E. Gerry Carrigan, P.E., has taken the entrance ramp to the NTTA, joining the executive team in December as the Assistant Executive Director of Project Delivery. He is in the driver’s seat providing key leadership to move the NTTA’s multiple projects from concept to concrete.
“I was drawn to the NTTA by its reputation as an industry leader,” says Carrigan. “The Authority is at the forefront with a progressive program for project delivery and management, and I wanted to be part of shaping the way the Authority addresses the region’s mobility needs.”
His career has traveled a full roadmap of projects, with more than 25 years progressive experience in infrastructure program management, engineering and construction management. From major interstate and expressway corridor improvements to local maintenance projects, Carrigan has been involved in the development and implementation of major capital improvement programs for state, county and municipal agencies throughout his career.
Carrigan most recently served as a corporate officer and senior manager at HNTB, overseeing the firm’s operations in Florida. His work there included providing program management, construction management and design services to the various toll and transportation agencies across the state.
Previously, Carrigan held key positions with PBS&J, first as the senior manager of the firm’s South Florida and Caribbean Transportation Division and later as a senior corporate officer in its multi-state Eastern U.S. Region. Prior to his consulting experience, he served in the public sector with roles at the Florida Department of Transportation and at one of the state’s most rapidly growing counties.
Carrigan earned his bachelor’s degree in civil engineering from Southern Illinois University and his master’s degree in public administration from the University of South Florida. A Registered Professional Engineer, Carrigan holds memberships and affiliations with several professional associations.
Carrigan’s experience merges smoothly with the NTTA’s Project Delivery Department, the team responsible for keeping the Authority’s projects on schedule and on budget. Seeing his role as one of a facilitator, he values the NTTA’s relationships with its many stakeholders, from transportation partners and public officials to customers and employees. As the Authority continues to examine additional roadway projects, the Project Delivery Department is at the front of the NTTA’s transformation to a major regional partner.
