New ‘E-Planroom’ Gives Project Bidders Easy Access to Construction Documents

The North Texas Tollway Authority (NTTA) will save time and expenses through a new method for delivering construction plans to potential project bidders adopted by the Board of Directors at their June board meeting.

Via the NTTA’s new e-planroom, an online vendor will obtain NTTA construction plans, sell them to interested potential bidders, and distribute the plans electronically as well as by hard copy.

“The goal is to maximize NTTA staff time efficiency and enhance services for prospective bidders,” said Jeff Dailey, NTTA’s Assistant Executive Director of Project Delivery.

The NTTA currently advertises bidding opportunities and notifies registered vendors and then contracts with a printing company to produce bid packages at a cost of about $100 per set. The packages are then sold to bidders for a fee that covers only the printing costs.

Dailey said, with the significant rise in the number of NTTA projects, that process will become expensive and cumbersome. He said the e-planroom will save the NTTA about $200,000 annually while allowing NTTA staff to focus on bid document accuracy, technical issues and overall project management. The e-planroom will also simplify the process for bidders.
