NTTA Working to Determine Dallas North Tollway Phase 4B/5A Extension As the NTTA works to select an alignment for the Dallas North Tollway (DNT) Phase 4B/5A Extension, public involvement has been an important part of the process. Recently several milestones were accomplished in regard to the public involvement efforts, including successful rounds of stakeholder meetings, public meetings and a public comment period.
The Phase 4B/5A project is the northern most extension of the DNT currently being planned by the NTTA. It will extend the DNT from FM 428 north beyond the Collin County line. In 2008, the NTTA approved the alignment for the DNT Phase 4A which will extend the DNT from U.S. 380 to FM 2428 in Collin County. The combined extensions will provide a link between downtown Dallas and the fast-growing cities in northern Collin and Denton counties.
Since October 2009, the NTTA has conducted eight work group meetings with public and elected officials. An executive work group is comprised primarily of elected and public officials. A technical work group meeting is comprised primarily of public officials within government and agency transportation or engineering departments.
During the fourth round of stakeholder meetings held in May 2010, the stakeholders were briefed about the outcome of public meetings held on March 9 and 11, 2010, in Collin and Denton counties, as well as the public comment process that ended in March 2010. Approximately 700 people attended the meetings. More than 300 comments were received during the public meeting process.
Information regarding the public meetings was distributed to area news media outlets and elected officials, advertised in various newspapers and posted on the NTTA website. City and county officials assisted the NTTA by distributing fliers to residents. In addition, approximately 60 letters regarding the meetings were sent to property owners along the three alternative alignments, and approximately 2,500 postcard announcements were sent to property owners within the study area.
The Conceptual Alternatives Analysis Report, which includes information regarding the three alternative alignments, is expected to be considered by the NTTA Board of Directors’ System Projects and Operations Committee and also the full NTTA Board of Directors in July.
