NTTA Board welcomes new members, elects officers In September 2000, the Collin County Commissioners' Court appointed Mr. Wageman to the NTTA board of directors. In September 2006 he was appointed to a fourth two-year term and elected chairman of the NTTA board of directors.
Mr. Wageman's civic involvement has included service on the board of directors of the North Texas Commission, where he was active in promoting regional cooperation through public/private sector initiatives particularly in the area of transportation. He was the Lieutenant Governor's appointee to the Texas Sunset Advisory Commission serving a 2-year term commencing in 1991. Mr. Wageman is a former president and member of the board of directors of the Dallas Assembly and previously served on the Board of Directors of the Greater Dallas Chamber of Commerce.
"The NTTA has many great challenges and opportunities before it,” said NTTA Chairman Paul N. Wageman. “I look forward to working with my board colleagues and transportation leaders throughout the region to enhance the NTTA's role in improving mobility throughout North Texas."
Gary Base, president of ViewPoint Bank in Plano, was appointed to the Board to represent Collin County.
Mr. Base has an extensive record of interest and involvement in the transportation field. He is the business representative on the Dallas Regional Mobility Coalition and is a member of the Transportation and Infrastructure Advisory Council of the Greater Dallas Chamber. He is a past chairman of the Plano Chamber of Commerce and serves on the Board of Directors of the North Dallas Chamber of Commerce.
Mr. Base, a former member of the Texas Credit Union Commission, was appointed by Gov. George W. Bush in 1995 and served as chairman from 1997 to this year. ViewPoint Bank, the former Community Credit Union, has $1.4 billion in assets.
Robert Kelly Shepard of Weatherford, a Boeing 767 captain for international flights with American Airlines, was appointed to the Board by Gov. Rick Perry.
Mr. Shepard grew up in Hillsboro, Texas and has lived in the North Texas area for the past 28 years. He is a 33-year career pilot, including service in the U.S. Air Force as a C-141 pilot flying numerous personnel and supply missions to Southeast Asia.
David D. Blair Jr., who is leaving the Board after more than nine years, including the last two years as chairman, is a former council member and Mayor of Farmers Branch. A registered professional engineer, Mr. Blair was appointed to the Board by Dallas County.
Marilyn Kay Walls of Cleburne leaves the Board after serving since her first appointment in 1999 by Gov. George W. Bush. She was reappointed by Gov. Rick Perry. Ms. Walls, a school teacher by profession, served 15 years on the Board of Trustees of the Cleburne Independent School District.
Other members of the seven-member Board include:
David Denison of Lewisville, a real estate broker, member of the American Institute of City Planners, and former Mayor of Lewisville, is serving his first term on the Board representing Denton County. He is in his first term on the NTTA Board of Directors.
William W. Meadows of Fort Worth is senior vice president of the insurance and financial service organization Rigg Group, Inc. and a former member of the Fort Worth City Council. He is now in his second term on the Board representing Tarrant County.
Vice-chairman Jack Miller, former council member and Mayor of Denton and a retired human relations consultant, has represented Denton County since he was appointed in 2002. He is a member of the North Central Texas Regional Transportation Council.
Alan K. Sims, Cedar Hill City Manager, was first appointed to the Board in 2003 representing Dallas County. He is also president of the North Texas City Management Association.
Chairman Wageman of Plano, an attorney with the law firm Winstead Sechrest & Minick, is beginning his fourth term on the Board representing Collin County. He is a former member of the Texas Sunset Advisory Commission and of the North Texas Commission.
Each of the four counties within the service area of the NTTA appoints at least one representative to the Board. Two additional members are appointed on a rotating basis by those counties (Collin, Dallas and Denton) in which an operating NTTA toll project is located. The Governor of Texas appoints one member from a county adjacent to the NTTA’s four-county service area. The members of the Board serve staggered, two-year terms, and no member may be an elected official. From their membership, the directors elect a Chair and a Vice Chair.
