Janice D. Davis Joins NTTA as Chief Financial Officer Janice Davis brings a wealth of knowledge, gained over a long career of government service, to the position of Chief Financial Officer (CFO) for the North Texas Tollway Authority.
At the NTTA, Ms. Davis will direct all activities and operations of the Finance Department, including overseeing related department activities, coordinating consultant contracts and activities, ensuring strong financial operations, coordinating with management on general agency administration and representing the agency in meetings and conferences.
Most recently, she served for nearly four years as CFO for the City of Atlanta. She also has worked as Director of Finance and Secretary of Financial Oversight for the City of Philadelphia, Chief Financial Officer for the Dallas Independent School District, Director of Finance and Budget for Dallas-Fort Worth International Airport and Deputy Director of Finance and Administration for the City of Houston.
In Atlanta, she oversaw the preparation and monitoring of the city’s annual budget, Comprehensive Annual Financial Report, cash investments, risk management, payroll and employee benefits, treasury and business license administration.
The New Orleans native holds a bachelor’s degree in accounting from the University of New Orleans, is certified as a government financial manager and is licensed as a CPA by both Louisiana and Texas.
Ms. Davis began her career with the New Orleans school district and served for a time as the utility financial administrator for the City of New Orleans’ Sewage and Water Board.
She is a member of the American Institute of Certified Public Accountants, Government Finance Officers Association and Association of Government Accountants. She also served on the Municipal Securities Rulemaking Board from 2003 to 2005.
In addition, she has been a fellow with the Robert Wood Johnson Urban Health Initiative and served on the Executive Board and as Assistant Treasurer of Girls, Inc. (formerly Big Sisters of Philadelphia).
