Sen. Shapiro Files Legislation to Improve NTTA Operations and Project Delivery
In February, North Texas Senator Florence Shapiro filed legislation aimed at improving the North Texas Tollway Authority’s (NTTA) operations, efficiency and ability to deliver projects in North Texas. SB 964 will revise the governance structure of the Agency’s Board of Directors. SB 965 will grant to the NTTA the authority to participate in comprehensive development agreements, design-build authority, construction manager-at-risk previsions, as well as make other changes to the NTTA’s enabling statue. Sen. Kim Brimer, Sen. John Carona and Sen. Jane Nelson have signed on as co-sponsors of both SB 964 and SB 965.

ZipCash Helps Keep Traffic Moving at South End of Dallas North Tollway
“Much less congestion” and “smoother sailing” are just two ways that motorists can now describe their commute through the Wycliff Toll Plaza at the south end of the Dallas North Tollway.
The North Texas Tollway Authority’s ZipCash tolling initiative became operational at the end of January in an effort to move traffic more efficiently through the construction area. The ZipCash system allows for a “drive now and pay later method” for customers traveling to and from the downtown Dallas area. No manned tollbooths are in operation at the Wycliff Toll Plaza, so there is no need for motorists to stop.

Parking Initiatives
The expansion of TollTag capability at the Dallas/Fort Worth International Airport is nearing completion. Technology equipment has been installed at both the north and south plazas and the majority of terminal lots. Equipment installation is also underway at the North Express parking lot.
In addition, the NTTA is nearing completion on an agreement with Dallas County to install TollTag readers at the George Allen Courts Building. Discussion is also taking place with several of the larger parking facilities and operators in the region including Sundance Square in Tarrant County.

NTTA First Responder Program
In an effort to better serve the safety needs of North Texas communities and provide access and priority level service for emergency vehicles to perform duties, the North Texas Tollway Authority (NTTA) has enhanced its Non-Revenue TollTag Policy approved by its Board of Directors in June 2006. As part of the policy, Emergency Departments are asked to identify ONE point of contact. Within 6-8 weeks, Non-Revenue TollTags will be replaced with the new First Responder Tag, which will be affixed to official vehicles by an NTTA representative. The cost of the First Responder Tag is $15. The current Non-Revenue TollTag costs $25, resulting in a $10 refund for existing customers to apply towards the First Responder Tag. Important to note is that the First Responder Tag is considered public record and is subject to public disclosure.

What’s the Latest on the South End of the Dallas North Tollway?
One of the NTTA’s customers recently remarked “I do not understand why there isn’t a massive crew working day and night to complete the project” at the south end of the Dallas North Tollway.
The truth is construction crews are on duty from south of Lemmon Avenue to just south of the Wycliff Toll Plaza “day and night”. Much of the work is taking place at night though and that’s why many motorists may think that our construction crews are not making progress. Additionally, the limited working room means crews are often concentrated in certain areas of the project. Speaking of progress, here is the latest:

South End of Tollway to Close for 36 Hours April 6-8
The Dallas North Tollway (Tollway) between Northwest Highway and IH-35E will be closed in both directions from midnight, Friday, April 6 to noon, Sunday, April 8, in order to install new bridge beams for the Cedar Springs Bridge.
South bound motorists will have to exit at Northwest Highway or before. The south bound entrance ramps at Northwest Highway, Lovers Lane, Mockingbird Lane and Lemmon Avenue will be closed. The north bound Tollway entrances at IH-35E, Harry Hines Boulevard, and Wycliff Avenue will be closed and north bound traffic will be able to enter the Tollway at Mockingbird Lane. Signage will be placed on the Tollway in numerous areas to notify motorists of the closure.
