NTTA Board of Directors Approves Goals for 82nd Texas Legislature On May 19, the NTTA Board of Directors approved the agency’s legislative goals for the 82nd Texas Legislature. The legislative goals are:
• Maintain and support continued first option rights for project delivery for local toll projects and address relationship of multiple toll authorities in one service area
• Clarify exemption of internal audit working papers during an internal audit process; the final report remains subject to the Public Information Act
• Amend Chapter 366 to prohibit requirement for performance collateral in toll services agreements, if providing the security would have a negative financial impact on the NTTA’s bonding capacity. In any instance that the NTTA provides a performance guarantee, the NTTA would be reimbursed for its costs
• Amend Chapter 366 to repeal obsolete provisions regarding Board member and employee conflicts of interest, so that Texas Local Government Code Chapter 171 clearly applies
