Government Affairs Update NTTA Five-Year Capital Plan
The NTTA Board of Directors adopted the 2011-2015 Five-Year Capital Plan in July, demonstrating the NTTA’s financial capacity and plans over the next five years. The plan can be found online: http://www.ntta.org/AboutUs/Investor+Information/.
The Five-Year Capital Plan model looks at the NTTA’s existing flow of funds, financial commitments, operations and maintenance, debt service, reserve maintenance funds and traffic and revenue projections. The five-year forecast is expected to demonstrate that the NTTA, in addition to its rainy day reserves, can fulfill all of its committed and planned obligations. While projections show a doubling of the NTTA’s debt service over the next five years, they also show a doubling of revenue, which helps ensure the NTTA will meet its debt service requirements.
The NTTA continues to maximize its capacity to deliver critical toll projects to the North Texas region, while appreciating the role that economic and financial market conditions will play in meeting these goals.
New Appointees to NTTA Board
In August, the Dallas County Commissioners Court appointed Duncanville City Manager Kent Cagle to the NTTA Board of Directors. Cagle has served as city manager since 2001 and was previously the assistant city manager. He will serve a two-year term, replacing Director Alan Sims who currently serves as Cedar Hill city manager.
Also, the Collin County Commissioners Court appointed Jane Willard to the NTTA Board of Directors. A Celina resident, Willard has served on several county boards, including the parks advisory board and the historical commission. Willard will replace NTTA Board Chairman Paul N. Wageman, whose term expired in August.
The NTTA board’s nine members are expected to choose a new chairperson once Willard and Cagle’s appointment as directors becomes effective.
